NOTIFICATION

The Government of Goa is hereby pleased to formulate the following Scheme to create self employment opportunities in the state of Goa, namely :-

1. 1. 1. 1. Short title and commencement: - This Scheme may be called “Scheme for Handicrafts artisans for participating in interstate crafts mela, exhibitions and interstate tour for visiting handicrafts establishments in other states within the country”. It shall deemed to have come into force from the date of issue of this notification.

1. 1. 1. 1. This scheme shall be implemented through the Goa Handicrafts, Rural and Small Scale Industries Development Corporation Ltd. (herein after called “GHRSSIDC”.)

Objective of the Scheme : The scheme is intended to facilitate continuous interacting sessions at different levels in order to focus on policy issues, sharing of experiences of different artisan groups in other states so as to enable the GHRSSIDC to evolve strategies that can enable sustainable development of Goan handicrafts.

Nature of the Scheme : a) In this scheme a group of 20 – 30 artisan’s from within the state will be selected by the corporation and will be sent on interstate study tours of 10 to 12 days duration. The study tour will be conducted by the GHRSSIDC and the artisans will be taken to centers of excellence, craft villages, handicrafts clusters, exhibitions and emporia of other states. This will enable the local artisans to establish closer ties with artisans of other states.

b) The artisans will also be reimbursed the travel cost equivalent to 2^nd class to and fro railway fare and shall be provided D.A. @ 275 per day in case of A-1 class cities and Rs.200/- per day in case of other cities where the artisans shall participate in various exhibitions/crafts melas etc. so as to enable them to sell their products outside Goa. This will also help in popularizing Goan handicrafts among people of other regions. The financial assistance will be provided per beneficiary as detailed below:

1. Cost of interstate travel by second-class railway fare / KTC/ GTDC buses will be borne by the Corporation under the scheme.

2. D.A. @ Rs.275/- per beneficiary per day will be provided in case of visits to A-1 class cities and for other classes of cities the D.A. will Rs.200/- per day..

3. The total cost per tour will not exceed Rs.1.00 lakh. However, in special cases, this amount can be increased depending on the duration of the tour, distance covered, etc. but in any case, the total amount shall not exceed Rs.1.5 lakh per tour.

The pattern of assistance for release of grant in aid is approved by the Finance Department.

This issues with the concurrence of Finance (Expenditure) Department vide their U.O. No. 1409038 dated 30/12/2010.

This issues in supersession of earlier Notification No 8/2/2006-IND dated 30/12/2007
