NOTIFICATION

The Government of Goa is hereby pleased to formulate the following Scheme to create self employment opportunities in the state of Goa, namely:-

  1. Short title and commencement: - This Scheme may be called “Training Programme “CONDUCTING TRAINING PROGRAMMES IN VARIOUS HANDICRAFTS AND ALLIED ITEMS, DESIGN DEVELOPMENT AND TECHNOLOGY UPGRADATION WORKSHOPS FOR CAPACITY BUILDING AND TO CREATE SELF- EMPLOYMENT OPPORTUNITY FOR URBAN & RURAL YOUTH / WOMEN, AND UN-EMPLOYED PERSONS” . It shall deem to have come into force from the date of notification.

  1. This Scheme shall be implemented through the Goa Handicrafts, Rural & Small Scale Industries Development Corporation Ltd. (hereinafter called “GHRSSIDC”)

Objective of the Scheme:-

a) It is the endeavor of the Corporation to Provide, assist, give training and expert advice in areas of products of handicrafts, rural, small scale handloom, khadi, textile, village and cottage industries including technical advise as laid down in Clause III(A) 9 of Memorandum and Articles of Association of GHRSSIDC LTD.

b) To further this objective, Corporation proposes to conduct Training Programmes, Design Development Workshops, Seminars, Demonstrations, etc to artisans, youth, members of self help groups, etc consisting of batch of 20 to 30 candidates each for suitable duration(depending on the course/craft) all over Goa. This will also offer the opportunities especially to the rural youth & women to get exposed to the new products of, rural, small scale handloom, khadi, textile, village utility items / cottage industries items in addition to traditional Handicrafts items. Experts in the respective areas will provide the training and faculty will be drawn from both within and outside Goa. Assistance shall be obtained from Govt Polytechnics, State Directorate of Craftsmen Training, reputed National Design and Industrial training institutes etc for conducting the training. Each training programme will be made comprehensive and focused so as to enable various learner groups to acquire skills, which can withstand the rigorous demands of the market for quality parameters.

(c) Once the Artisans/beneficiaries are trained in the local manufacture of various products, marketing support for sale of handicrafts items shall be provided by GHRSSIDC through its ten emporia situated in Goa and the Emporia at New Delhi under normal terms & conditions of sales. Besides marketing facilities, Corporation will provide them an opportunity to participate in exhibitions/ handloom fairs within and out side the state. Marketing support will also be provided through the proposed Shilpgram, which is likely to be set up within the precincts of the GHRSSIDC campus in Panaji, Goa.

The expenditure involved in conducting each training course inclusive of Raw material cost, Trainers fees, Course Coordinator’s fees Hall rent etc. and other expenditure towards organization of each training programme shall be kept at an upper limit of Rs.50,000/- per training as detailed below.

1) Raw Material/Machinery/purchase of tool kits for the beneficiaries: Rs.20,000/-

2) Trainers fee+ course coordinator’s fees: Rs.20,000/

3) Expenses on Advt./publicity.. Rs.10,000/-

Invitations, certificates, traveling and other incidental expenses etc.

GHRSSIDC will identify master trainers/master craftsmen from within and outside the state and will maintain a register of the training faculty in respect of each craft.

A course coordinator will be appointed to coordinate every training programme. The coordinator will be an unemployed youth from the locality having minimum qualification as XII th pass. He/ she will be assigned the task of selecting beneficiaries, making arrangements for trainer, rendering assistance to master trainer during training modules, and acting as an interface between GHRSSIDC and the beneficiaries even after the training programme is over. The coordinator will be paid an honorarium of Rs 150 per day during the training programme subject to a maximum of Rs 2000/- training.

Specialized Training Programmes

The GHRSSIDC will organize specialized training programmes for capacity building of the artisans. The specialized training programmes will involve intensive training, practical approach and skill development. This training programme will be aimed at improving the existing skill sets of the artisans by getting specialized trainers/ subject matter specialists from reputed design institutes, School of Art, etc. The GHRSSIDC will prepare the detailed time table and schedule for the specialized programme and draw up an estimate of the budget for the same and will implement the programme in a time bound manner. The budget limit for each specialized programme shall vary depending on the faculty, duration of the programme, raw material required etc. The Corporation shall have full autonomy in drawing a detailed plan of action for the specialized / advanced training programmes in various handicrafts items. Emphasis shall be laid on drawing up training programmes for native Goan handicrafts like brassware, coconut shell crafts, terracotta, Azulejos tiles and also the languishing native crafts of the state. Reimbursement on items like trainers fees, purchase of machinery, tools, raw material, publicity, stationery, and other contingent items shall be permissible under the scheme.

Design Development Workshops for Skill Up gradation:

a) Departmental Activities to be undertaken by GHRSSIDC -

Following activities of GHRSSIDC will be implemented departmentally as well as through other experts like designers, technologist, entrepreneurs, professional, institutions etc.

i) Various design and technology development workshops conducted in crafts pockets by engaging reputed designers/experts / Departmental Designers etc.

ii) Demonstration of new designs, technology and process in craft clusters

iii) Organizing craft awareness programmes for school children

iv) Development of improved tool kits, equipments and supply of improved tools kits to trained artisans etc. The assistance will be upto Rs.5,000/- per kit per person depending upon craft practiced.

b) Assistance for training the trainers:

It is a capsule course for master craftsperson’s /trainers for refreshing and honing up of their skills under which the trainers would be exposed to new designs, use of improved tools, new production techniques and technologies.

The modalities of the course including the components and the duration will be decided by the Corporation, and the programme is intended to acquaint the crafts persons/ master trainers as well as other practicing master craftsmen with the latest developments that have been taking place in the field of design technology and production techniques. The programme would essentially address following issues:

  • New Design concept

  • Use of improved tools

  • New production techniques

  • New technologies

  • Production management and costing

  • Economic and commercial intelligence

  • Packaging etc.

c) PRODUCT DEVELOPMENT FOR EXPORT

The objective of the programme is to encourage artisans and individuals /institutions who are engaged in export of handicrafts for development of new and innovative items. The financial assistance is to be provided for development of exportable products by way of selecting or involving reputed designers from India and abroad who will help in development a range of products suitable for particular market. Institutions who have made exports of handicrafts worth Rs.2.00 lakhs in the preceding year, shall also be eligible. The modalities of this component including the items, other details, financial requirements and the duration will be decided by the Corporation.

Eligibility:

The Scheme shall be open for all residents of Goa who are holding domicile certificate / Electoral Identity Card . A minimum of 30 % of the programmes shall be organized exclusively for mahila mandals/women self help groups/cooperative societies formed by women. Similarly at least 30% of the programmes shall be targeted towards members of S.C/S.T/ OBC communities. The Corporation will be the final authority in determining the beneficiaries of this scheme.

The pattern of assistance for release of grant in aid is approved by the Finance (Expenditure) Department.

This issues with the concurrence of Finance (Expenditure) Department vide their U.O. No. 1409038 dated 30/12/2010.

This issues in supersession of earlier Notification No 8/2/2006-IND dated 30/12/2007
